To solicit recommendations from Tribal leaders for a new OVW Tribal Jurisdiction Reimbursement Program, the Office on Violence Against Women will host a Government-to-Government Consultation: OVW Tribal Jurisdiction Reimbursement Program to be conducted virtually July 27–28, 2022. VAWA 2022 requires that the Attorney General issue regulations by March 15, 2023, establishing rules for reimbursements of Tribal governments for expenses incurred in exercising special Tribal criminal jurisdiction. To meet this deadline, OVW has determined that a special Tribal consultation dedicated to this subject is necessary.
The public is invited to attend. However, only tribally elected and appointed leaders or their authorized designees are authorized to provide testimony. The Chickasaw Speaker Management team is available to assist tribal leaders with testimony preparation, to include support in prerecording testimony.
The Violence Against Women Reauthorization Act of 2013 (VAWA 2013) recognized the inherent authority of participating Tribes to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain defendants, regardless of their Indian or non-Indian status, who commit crimes of domestic violence or dating violence or violate certain protection orders in Indian country. The Violence Against Women Act Reauthorization Act of 2022 (VAWA 2022) amended this statute, effective October 1, 2022, to cover additional crimes, among other changes to the jurisdiction, and renamed it “special Tribal criminal jurisdiction.” The list of “covered crimes” is:
- assault of Tribal justice personnel;
- child violence, dating violence, domestic violence;
- obstruction of justice, sexual violence, sex trafficking, stalking; and
- violation of a protection order.
VAWA 2022 also authorized a new program to reimburse Tribal governments for expenses incurred in exercising special Tribal criminal jurisdiction. Eligible expenses for reimbursement under the statute include the following:
- investigating, making arrests relating to, making apprehensions for, or prosecuting covered crimes (including costs involving the purchasing, collecting, and processing of sexual assault forensic materials);
- detaining, providing supervision of, or providing services for persons charged with covered crimes (including costs associated with providing health care);
- providing indigent defense services for 1 or more persons charged with 1 or more covered crimes; and
- incarcerating, supervising, or providing treatment, rehabilitation, or reentry services for 1 or more persons charged with 1 or more covered crimes.

We are pleased to announce that registration is now open for the 17th Annual Government-to-Government Violence Against Women Tribal Consultation to be conducted in person September 21–23, 2022 in Anchorage, Alaska. Due to the ongoing COVID-19 national emergency and uncertainty about future medical trends, the Department of Justice will continue to implement measures to protect the safety and health of tribal leaders and others who attend this consultation in person. Attendees do have the option to attend virtually for the streamed portions of the consultation, virtual attendees will also need to register. All attendees – whether virtual or in-person – must register for the conference.
The public is invited to attend. However, only tribally elected and appointed leaders or their authorized designees are authorized to provide testimony. Testimony may be prerecorded and viewed during the event, provided live during the event, and submitted in writing. The Chickasaw Speaker Management team is available to assist tribal leaders with testimony preparation, to include recording support.

The Office on Violence Against Women (OVW) is a grant-making agency in the U.S. Department of Justice. Under §903 of Title IX of the United States Department of Justice Reauthorization and Violence Against Women Act of 2005 (VAWA 2005), OVW is responsible for conducting annual government-to-government consultation with the leaders of all federally-recognized, Indian tribal governments on behalf of the United States Attorney General.
The purpose of consultation is to solicit recommendations from tribal government leaders on the following topics:
(1) Administering tribal funds and programs;
(2) Enhancing the safety of Indian women from domestic violence, dating violence, sexual assault, homicide, stalking, and sex trafficking;
(3) Strengthening the federal response to such crimes; and,
(4) Improving access to local, regional, state, and federal crime information databases and criminal justice information systems.

This October, join NCAI in Sacramento, California, for the 79th Annual Convention & Marketplace! Those who attend will have the opportunity to work together to protect and advance tribal sovereignty. Tribal leaders, NCAI members, Native youth, and partners from across Indian Country will gather in person to discuss critical issues, develop strategy, and embark upon a new era of Nation-to-Nation engagement. The Office for Victims of Crime (OVC) will host a virtual Tribal Consultation on the Tribal Set-Aside from the Crime Victims Fund for Fiscal Year 2023 on Wednesday, November 9th from 2:00−4:00 p.m. eastern time (1:00–3:00 p.m. central/12:00–2:00 p.m. mountain/11:00 a.m.-1:00 p.m. pacific/10:00 a.m.-12:00 p.m. in Alaska)

Consultation testimony can be provided by:
- an elected Tribal leader,
- an appointed Tribal leader, or
- someone designated by an elected or appointed Tribal leader. Designation must be provided in writing.
If you are a Tribal leader’s designee to speak at the Consultation, OVC asks that you provide a Delegation of Authority letter on Tribal letterhead signed by the elected or appointed Tribal leader or have the elected or appointed Tribal leader send an email toovctribalsetaside@usdoj.gov to confirm your authorization to testify on behalf of the Tribe. Instructions for how to submit your testimony will be available after you register. Written testimony will be welcomed via email to ovctribalsetaside@usdoj.gov through November 30, 2022.
In addition to the virtual Tribal Consultation, OVC plans to host a Listening Session before the 17th National Indian Nations Conference, scheduled for December 6–9, 2022, at the Agua Caliente Band of Cahuilla Indians Reservation in Palm Springs, CA. This Listening Session will be held in-person on December 6, 2022, from 9:00–11:30 a.m., and will provide all interested persons an opportunity to offer feedback about the set-aside program, and other matters to enhance services for victims of crime within Tribal communities. Written feedback will be welcomed via email to ovctribalsetaside@usdoj.govthrough December 31, 2022.
